I got the 100% on this a few months ago. The best tips I found for the speedrunning achievements were actually in other comments so here they are again:
1st area: Pull out the sign, wait just through the gate opened by his fall first time through, make him hammer his thumb, when he falls grab his hat and take it to the next area front left corner with puddle and car. Easy sun hat. Also leave the radio til last, turning on the water sprinkler is my favorite way to get him to open the door because it can also check off the get him wet.
2nd area: Take advantage of the untie boy's shoelaces and honk to trip technique to make him wear the wrong glasses. Also generally speaking trapping the shopkeeper in her garage is fun and mostly time well spent.
3rd area: This is all about getting your NPCs to line up decent timing. Expect to get screwed by RNG. Being able to get the washing through the bottom hole is huge and you can put the flower in the statue's mouth instead of the pipe. The guy stepping his slipper into the fountain counts for the washing if it comes to that, just don't forget to steal them both.
4th area: Delivery dingus is your biggest RNG enemy. (Edit because I forgot it: you can pull the no geese allowed sign away from the entry and honk at the bouncer to get him to fix it, then loop around him and get inside without using the box.) The water out back through the gate you get open after completing the area once counts as the canal for the glass. Table strats best strats for both the boat stealing and table setting tasks. Try to get the dude with the dartboard and falling as you do boat and table. Highly recommend flower task last, I have had the bouncer go for the flower instead of the tomato way too many times.
