We _know_ that the Moon used to be much closer. It slowly receding is an inevitable effect of tidal forces, the same that caused it to synchronize its rotation and revolution, always presenting the same side to us. This holds whether it formed by collision with hypothetical Theia, was a captured large asteroid, or formed already as our satellite from our Sun's protoplanetary disk.

Those hypothetical much younger areas on the Moon could have been caused by asteroid impacts. Crater counting would detect "resurfacing", but elemental and radio isotope analysis would be able to distinguish it from volcanism.

The only way discover what's underneath the surface send a larger robotic surface lander probe with a drilling rig that can penetrate deeper into the surface than what has previously been sent with another large robotic sample return probe landing nearby and linking up . Great discovery expanding our solar system knowledge.

"Almost a guarantee"?! Hardly. What could you possibly be basing that on. Granted it's possible. But you can't give any odds on a sample size of one. Even worse for Mars. You can't give any odds on a sample size of Zero.
