In general, yes. However, when you apply for PhDs from American schools from other countries, your transcript and scores will be vetted. This due-diligence will likely be stronger if you are coming from a country in which it might be easier to manipulate scores.

That being said, many American PhD programs pride themselves on the diversity in the program because it suggests that they are pulling the best students from around the world.

The higher the rated school in the other the country, the more pride that one gets from recruiting that student. For example, if we have a great student from Cambridge, INSEAD, Hong Kong University of Science and Technology, we would pride ourselves on accepting this student.

There are a couple of things that you should know when you do a PhD in the USA:

1. In-state and out-of-state tuition. The tuition will likely be much higher for you if you come from out-state.

2. If you are officially underrepresented in some way in the US, you should check to see if this might help you in some way.

3. You will likely face what is called the liability of foreignness - this is where people do not understand your degree and you do not understand the country because you are from a foreign country (Stinchcombe, 1965). Not for any discriminatory reason, but people will have a preference for local candidates because they understand and have information about what they are about. This means that your application has to be not just better than the nearest candidate, but substantially better.

4. Visas and Green-Cards. First of all, don’t expect to get a Visa or a Green-card. Generally, these are difficult to get, and you have to go through the appropriate channels. However, if a university is interested in you, most universities will have a department that will help you to the best of their ability.

5. Competition Is Higher Than You Think. You have to make yourself look very good to the prospective university. This means scoring well on everything. Most universities get candidates from all of the world, and they have to limit it to the best universities. If you send in a terrible application, nobody is going to pay attention to you.

I'm horrified to see how discriminated European countries are when undergrad studies are the equivalent of high school for us! I have MA which is something we do in a year but here the translation services translated mine into a BA. All this for money, nothing but money. This is so unfair.
