The attorney is clearly wrong on learning English before coming here for most. Most country's coming here immigration wise have been either tightly involved with the EU and or once in history under England's territory therefore the language was spread through the world. Let's use Pakistan, India and Africa as a example. Pakistan and India are very big in medical professions, many go to Britian to study then many stay or come to the USA. Let's take Africa for example, Many British left England to live there as the African Islands right off the coast was Britians territory. Being part of the EU also gives privileges to the citizens the rights to travel and live in other EU nations. Even Canada is part of the EU.
