18 U.S.C 793 ( F ) is an espionage statute that DOES NOT REQUIRE someone to " willfully " violate the law to be charged.

So if a drunk driver doesn't willfully kill sombody he shouldn't be charged according to him.

Why on Earth is "willfully" suddenly a requirement? They're checking whether she "willfully violated the law". If they can prove she "violated the law", then shouldn't she be charged, regardless of whether it was "willful"? I understand that it may change the charges/punishments/severity, but violating the law is, last time I checked, illegal.
