Will It Run? Honda C200 - Predecessor to the CT90

I picked up this Honda CT200 in non running condition. No idea how long it has sat, or if it had any issues.

some parts interchange with ct 90 the larger sprocket is for trail riding !

Any idea where to get a head gasket kit for relatively cheap ? I need to change my rings out

I have a 1964 CT200 I have spark, compression is only 28-30psi both valves open/close rings look good, holds pressure(no leakage thru rings or valves. Problem is it will not fire, I even tried using starting fluid, my question is what should the compression be?
