It takes decades to build infrastructure… and the countries must decide to focus on those projects, using their own labor force and their money in order to maintain the infrastructure once it is built. They are sovereign countries… and cannot rely on other countries to build their infrastructure. Dictators need to allow their citizens to participate in capitalism…then they will be able to build anything they want themselves… that what a developed country does. That’s the difference between the two types of countries. Capitalism
