In My humble opinion the first "water war" of XXI century already started. It happened in Syria.

"Between 2006 and 2011, Syria suffered a severe drought. It hit the northeast region—the country's breadbasket—the hardest. Herders in the northeast lost nearly 85 percent of their livestock, affecting 1.3 million people. Nearly 75 percent of families that depend on agriculture suffered total crop failure."

It was the Levant's most severe drought in at least 500 years, and resulted in bloody civil war.

I seem to remember a country going there recently, and building Wells and sewer systems, and roads, and a whole bunch of infrastructure to support stuff like that. Too bad many of the neighboring countries, and inhabitants kept blowing that shit up.

Perhaps not in modern times, but I feel like there's ample history for premodern water wars. No shot places like Mexico, Sub Saharan Africa, Australia, and countless other landmasses with vast deserts haven't killed untold thousands over water access.

There are a number of Arab countries which are damming rivers and reducing water access for their neighbors. China is damming multiple rivers and causing water shortages in South and Southeast Asia.
