What I'd like to know is why general ACH transfers to online banks still take 3 or 4 days but NACHA says it has "same day ACH". So why aren't online banks doing ACH transfers same day?

I've been paying my monthly HOA dues through the HOA management company's online automatic payment (ACH debit). Recently they took money out of my bank account for a special assessment fee I did not agree upon. When I asked the HOA management company to refund me this special assessment fee, they refused. Can they do that?
