Funny enough both soap and shampoo contain surfactants which are responsible for breaking down the bonds of the “dirt” and other nasty bits with the skin so you can wash them away. While the PH and levels of detergent used might be different, shampoo absolutely can be used as a hand soap and in some instances might be better for the skin due to it usually containing moisturizers. Most soaps are not anti bacterial anyway meaning most shampoos meet this criteria.

Both shampoo and soap are emulsifiers, designed to make dirt, grease and oil slippery so water can rinse it off of your skin and hair, so yes: you can use shampoo to wash your hands and body if you run out of the soap you usually use.
