If you compare both at the same age than goten he was able to go super sayian at 8 years old and dbz Canon that power level is suppose to be over 1M Gohan couldn't reach that level yet. If you go story wise of course Gohan they gave him more to work with and he had his moments in the sun goten just hasn't done anything but lose unfortunately.

Until Gohan became a super Saiyan at age 11-12 this is all goten. So from ages 6-11 goten was stronger than his brother was at that respected age. Although gohan had more battle experience the super Saiyan power multiplier still clears for goten. Also, keep in mind a super Saiyan goten at age 8 would have given a frieza a run for his money on namek. I think frieza would win due to experience but goten still beating the ginyu force with ease😂
