The reason why others don't have those avatars is because of a lack of resonance.
We see that with Hyuga at the start of surge/sparking, trying to talk to Hyperion but can't, since there's a lack of resonance.

This is also semi confirmed in quadstrike, they took an approach like demon slayer as they used the avatars as visual effects to keep audience attention while others can’t see the avatars the users can because of the bond, quadstrike took this to the next level because of the aegis stadium showing Resonance/Elemental Power where Pandemonium and Bellfire’s avatars can be seen on camera and not just bell and pax

even though haruto aota atsuto takagi and kyoji aranami have their bey's but can't reveal their true resonance their bond and their real avatar apart from jin aizawa we see his first resonance and his bey avatar although he barely even bond with jumbo jormuntor

I thought this was already explained in plastic gen, any blader can control his bey with his own aura and mental strength, bid beasts just combine with your beyblades making the aura even stronger
