If low pay is the reason for corruption.. then how do you explain the corruption of millions of dollars or billions for top officials.. because they are poor?

This story about those little napoleons is well known already and we have met them at every level of administration both in the public and private sectors. Human greed has no bounds especially when one group has special privileges, always feels entitled with no shame in taking what is not theirs.
One little clerk at a GLC service counter can have an arrangement with a "preferred" contractor/supplier and insists on consumers to engage for their continued service.. this shows how deep and systemic the problem has become and nobody in power dares to change this for fear of losing their position even PMX. How sad.😢😢😢

Nur Jazlan - Corruption can be minimized but not eliminated "because people still have needs", the fact that he called corruption a "need" instead of greed (or something more appropriate) shows how normalized corruption has become to politicians like him.

When PN refused to form the government with PH, one of the alliances will have to form a united government with the father of all corruptions in Malaysia: UMNO. As expected, reforms are extremely slow, because many top UMNO leaders are involved in many high profile corruption cases. However, for the first time, there is a strong will to fight corruption in Malaysia. I will take that as a start.

Reform the civil service, probably by trimming down the inefficient departments, then you reform the wages.

This is so that it's sustainable for the country, and not a blank cheque that will burden the country

This "Masok Pocket" economy started as soon as Malaysia gained independence. The Bumiputra was created as a License to steal. Soon every sector of the Malaysia Government lived in an open secret of competition to steal.
This phenomenon is ugly for the people in Malaysia, but it is sweet for the people in the Government. Abuse of power and miscarriage of justice or rather absence of justice happened everywhere like in the good old days of ancient civilization.
To divert attention Malaysia embarked on racial discrimination.
The thieves think that they are also the winners. Soon almost all Melayu also became poor. So they shouted, " Bersei, Bersei".
Little do they know the big thieves do not want to share their loot with little thieves.
Alibaba, the thief of thieves, is not going to tell everybody where the cave is.
Today the stealing keeps on going, not from caves but from all citizens of Malaysia.
Malaysia needs "Justice Pow".
If not, the stealing will go on and on.

Huge difference in saying that you want to eradicate corruption and actually doing it. Looking the other way, is in fact another form of corruption too.

Most, if not all public servants in Malaysia are Malays. The ones who take bribes show they have certain characteristics that's hard to change.
