Does this apply to anxiety and depression and working in a poison work environment?

Its really sad, Ive had to file a human rights violation against the city I live in simply because theyre too cheap to plow sidewalks and bike paths. Im epileptic and have fractured spine, I cannot walk far and cant drive. Im supposed to bike to rehab my back and rather enjoy it so my mobility device of choice, due to poor plowing, is an electric fat bike. Northern Ontario gets a lot of snow, Sudbury only plows the roads to the point people can use them. Disabled are forced shutins here, its no secret. How they can expect a person with epilepsy not allowed on the road in a car to be allowed on it on a bike and be safe is beyond me, is it so much to ask to plow the sidewalks and bike lanes so disabled people can use them? I see more wheelchairs and scooters in bike lanes than on the sidewalk all summer, then come winter theyre forced on the road.

Thou who seeketh the King's sword! I am the Old King.
Show me thine strength, and the strength of thine souls.
Prepare thyself, brave knight.
