I would hang out nearby and watch the kid. Wait to see if a parent came and/or if the kid recognized the person. If not I'd stay with the kid while I called the cops.

When the people at the cafe told her to get away from them I just started to tear up because people are just very rude and disrespectful to anybody who don't look as nice as they do or because that person is dirty and has nowhere to go. 😠😠😱😢😭😬

Disons que dans certains quartiers de grandes villes ou dans les transports en commun les petits délits sont commis par des jeunes enfants, déscolarisés et instrumentalisés par leurs parents, donc on ne pas jeter la pierre aux personnes méfiantes en 3 min de vidéo. Any child that's lost would get my attention and spur me into action to help him or her--soot-covered or clean. I think if the child looked dirty and unkempt,   I would want to help MORE because their situation would appear to be more dire. I love children, soot-covered or not. I'm a mom and my love for my children is unconditional.
