The problem Braniac has is that he does not gain knowledge the way it was intended. He does not watch the objects of his study in their natural habitat, analyzing their patterns of behaviour and drawing conclusions. He does not experiment, discover new reactions and find ways to make benefit from it. He doesn't even read to understand something, just hacks it all away inside his ship. This is the reason that knowledge is power does not apply here. You have to earn knowledge in order to get the power it gives.

Brainiac is merely a hoarder, like a dragon that holds all the treasures it can get their hands on, yet does so without any significant purpose.
