The 90-95% of migrants who don't qualify for asylum won't be deterred. We need a robust policy about tracking fown and removing illegals from the country. That would be a deterrent; knowing they're home free once they're in the US is an incentive. We don't need reform; we need enforcement of existing laws. Preapproval should be a prerequisite. What we've seen is legitimate asylum seekers being shafted.
