as a Youth worker myself, working in a youth centre every single week, the kind of letter he sent to that particular centre would be a huge concern, even more so if the youth workers there don't know the background of who wrote the letter. We have a duty to safeguard and having a grown man sending letters like that means that he knows the centre, could attend on any day, potentially knows when they're open, and the fact he is pretending to be a child would raise concern for him getting in contact with the young people they work with. It's actually terrifying.

regarding the mask, it looks like a lower face silicone/latex prosthetic, similar to what people would wear in movies, horror attractions, etc- the sound would make sense, the mouth remaining open, and the makeup being patchy on top because on top it is that, makeup, but the bottom half is a prosthetic that he’s trying to blend in with his face by using the makeup
this mask/prosthetic wouldn’t affect his hair at all, so the balding theory and this can both be true!
