Teletubbies Anti-Piracy Warning [PBS]

In a shopping spree for VHS recordings of the late 90s to the 2000s, I came across this tape from a PBS station in Nashville where it seems that the FCC is accusing viewers in the area of witnessing piracy without reporting it. It can also be interpreted as a hijacking by individuals with malicious intent. All news articles and records about this have been since purged.

Imagine this:

You are 4 years old and your mom is putting a Teletubbies tape into your DVD player.
All of a sudden, a black screen pops up. Then every Teletubby is in a single-file line. The picture is black and white.
There is a message saying to send money to some address. Then your mom puts you to sleep after that. But while you are asleep, you get jumpscared by the picture, only it is more creepier. You may never watch Teletubbies again from PTSD.
