I got damn lucky and found 3 B21 access cards in the denied area at the airport terminal. I took 2 left one for the random in the squad and caught up to my mate and dropped him one, which of course then glitched into the map and couldn't be picked up

You can also buy the building 21 access cards and they are extremely cheap they are $30K-$40K

I found drc in stronghold. And blue card on train and weapon crate. Haven't found red yet.
