That's what makes Batman so good. These men, these people with horrendous crimes on their records, with thousands of deaths on their names, with endless amounts of blood on their hands, in the end they're not always evil by choice. Grundy is just a cursed man with no control over what he does, Croc was mutated but never wanted it and suffers from his appearance and acts, Freeze just wishes for Nora's condition to be better, Joker might have gone insane because of someone, or multiple people, pr events. All these "villains" we'd consider them outcasts, unfit for society, to throw into a cell and never to be seen again.

Batman knows they went through hard times, he knows they're not necessarily dangerous because they want to, but because their past forced them down this path by a chain of events. He's the only person that still makes contact with them and doesn't shame them, or throw his hatred on them for their differences, he's the only thing that still ties these people to the world and that gives them a purpose, someone to look for when they need help, even if sometimes the ways of calling can be frowned upon, but then again they haven't learned how to communicate like we do, this is all they know.

That's what makes Batman better to me, it's this kind of relation he holds with his enemies. It's the same kind of relation we can see beetween Spider-Man and Sandman.

Thats the thing that most batman adaptions get wrong. The fact that bruce truly cares about his villains and as much he would love to end them he cant because he hops that deep down they can change for the better.
