First I wouldn't compare Arweave with ICP, because Arweave's main purpose is permanent storage. Also Filecoin is temporary storage, not permanent. Also Arweave can be integrated with other smart contract platforms for permanent storage, as many layer 1s are doing today. With ICP, you're restricted only within ICP ecosystem to use storage.

Here's the thing though, has great throughput but a big compromise is on the decentralization end (no one can freely run a node). This was seen in practice when super mario 64 on ICP had to be taken down, despite this being Web 3 where everything should be uncensorable and decentralized.
