You are correct. He was recuperating in Richmond from his wounds received at Gettysburg. While going through his "former" regiments he was visiting the 3rd Arkansas and the troops were yelling that they would not go to Georgia without General Hood. Other regiments were telling him the sam thing. He decided that he would go to Georgia and lead his troops.

As for John Bell Hood, my understanding was that he WAS in Richmond convalescing from Gettysburg, but was convinced to join his men on the trip out west because they preferred his veteran leadership over the commander just put in charge.
