I don’t know if there can be a best of all time, because often times tons of influential black music (producers and artists) is overlooked, because white people and white spaces don’t even know about it or they only focus on pop hits from certain eras (similar to how the Rolling Stone mag focuses on rock music from certain decades, only in the west). They also conflate big popular songs with somehow proving it is objectively the best just because something is commercially, viable or successful which is the music business and not just music and have all sorts of variables and limitations to what can be on top 100 or 40(limitation of time., The area in which the music came out, all of the variables that go into the music BUSINESS itself). One could argue. He just really knows the formula that is Main Street market ability that is palatable and accessible to general audiences and can easily be marketed in mass media and it doesn’t hurt that he also only works with super popular artists already.

Greatest songwriter? Little bit of a stretch there pal. Better than McCartney? Hell I’m sure even Carly Simon, John Lennon, Peter Skellern, Bob Dylan, Phill Collins, Gilbert O’Sullivan have written songs that are better by themselves than all of his catalog, not dissing him, but maybe you can call him the “hit machine” not “greatest songwriter of all time”.
