The tag reader is connected to a database that is used for skip tracing it’s for vehicles that are up for repossession. However the police also use this same technology for warrants, terrorist and suspended driving offenses

I’ve seen tow trucks with this it’s completely illegal to be unmarked with out a dot number going up and down Isles in store parking lots like I literally almost knocked a dude out trying to hook up to my truck saying it’s up for repo yet it’s paid off and I’m the owner I told him drop it unless he wants to show up to work the next day he refused to and called the police on me saying I threatened him police ran my information saw my shit was paid off and nothing came back now back to unmarked dude they ran his information saw he had no license or relation with any legal entity’s so they gave him a felony and took his truck I trust no one after that

tl;dr: The camera just reads the plate, the software that these plates are put into are what decides on how much you can do with that plate.

The cameras themselves just read the plate, it depends on what databases you are connected to. Police Departments are obviously able to look at government databases like data from the DMV, basically anything that they can already look up on there MDT, just faster because of the automation. Most often the system plays a sound when it has a hit: expired tag, wanted driver, ...

Tow Trucks like this usually just have a "Hot List" basically a list of plates that need to be repossessed, some use them in private parking lots to check against a list of allowed vehicles on that property.
