Oh, the irony! The Russian equivalent to "carrot and stick" goes right to the heart of how to really deal with Putin! The 'carrot' is replaced with gingerbread and the stick by a whip much like a cat-o-nine tails! So the sweet thing is not as sweet, and the painful thing *much* more painful! He needs to understand this and wield a cat-on-nine tails to get Putin in line!
