Yep, and once people internalize the shame they won't participate anymore and soon you won't have a team. That's just how it goes. People consciously and unconsciously tend to avoid things that bring up and back negative feelings. So if they have a reasonable excuse to do something else for example through a situation where there's always many high priority things to work on then they will end up doing the other stuff rather than help the people who treated them negatively.
