Ludmilla plays a similar role to certain Disney villains, such as Jafar (who also was an advisor to a ruler), Yzma (who planned to replace her king), and lastly, her transformation into a dragon (as well as the rings on her horn) is similar to that of Maleficent in Sleeping Beauty - who also seems to lose the ability of speech when transformed.
