Nice callback to Eggsy trying to swipe something from the gadget room using the same trick and Harry knowing not to underestimate him just tells Eggsy to put it back, not fooled at all.

I think what's brilliant about this scene is that Michael Caine drops his characters accent to a working class cockney Londoner. Deep down, Arthur was probably once like Eggsy. He perhaps faced enough scrutiny by upper class people about his background that he repressed it entirely, accent and all. He may have resented Eggsy not for the fact he comes from nothing, but because he came from nothing and didn't have to hide it like Arthur did.

I like how this pays off the scene with Harry in the dressing room. Harry saw through Eggsy's trick, so one would not think that Arthur would miss it, seeing that he's on the top of the organization. But Harry is a field agent and is familiar with Eggsy, both as a person and with his background, so he's always on the look out. Arthur on the other hand, not only underestimate him based on his background, but also already dismissed him once he failed the test, so he's full on confident that he's got Eggsy on a tight rope. He'd definitely heard Eggsy's clothes ruffling and he shuffled the glass, but probably thought he'd just shifted in his seat.

I honestly love the fact that they had him switch to a cockney accent right before he died. It's such a clever detail and it fits both thematically and for the kind of person Arthur is.

For anyone who isn't particularly familiar with the posher side of British culture, you tend to notice that a lot of university graduates of a certain age talk with the RP accent (you see it most in actors or broadcasters, but it's definitely present across most professions) and part of that is because when they were going to university it was encouraged to take on this accent so you could be better understood when speaking (the other part is because most of the people who made it that far had come across the accent naturally by virtue of growing up posh), for some jobs you would be required to speak this way or else you wouldn’t even be hired. Arthur, without question, would have gone to university in this kind of time period–from what we've seen earlier in the film, it was probably how he came by his place in Kingsmen (a few of the recruits mentioned being recruited through universities–but we can also extrapolate from his real accent, the one we see right before he dies, that he probably wasn’t born into money. His background was rather far closer to Eggsy's than any of his fellow Kingsmen's.

This moment shows that he is both just like Eggsy and nothing like him at all, because where Arthur got to his position by pretending to be someone else, Eggsy has never been ashamed of where he came from or who he is. And its that acceptance that gave Eggsy the edge on Arthur. Like he said, it wasn’t Kingsmen who taught him sleight of hand–Eggsy picked that one up himself.
