Based on size and population 5 members from Asia, 3 from Africa, 2 from North America, 3 from South America and Oceania, 2 from Europe will be fair allotment of permanent seats in UN but I don't think West cares because they are rich. Economy can't only be measurement of representation. Do you think only Rich people should vote
