Time 3:00 to 3:40 Baseline "guidance" is to continue for all phases including the future Phase 3. Is a "guidance" mandatory? Will the "guidance" for wearing face masks ever be lifted? What are the requirements to go beyond Phase 3 and be free of all limitations and restrictions?

It is senseless for Kate Brown to not allow Multnomah County a phase 1 opening when neighboring counties, just a few miles away, have theirs. All this does, Governor Brown, is punish businesses in Multnomah County. People are literally driving from Portland to Lake Oswego for a haircut, bypassing businesses in Portland. It's just sad, unfair, and unexplainable.
