I feel like a Buu that cared more about causing pain instead of just destroying stuff would use Decay to make people's deaths even more excruciating. He'd slow it down to the point where you'd feel yourself rotting and falling apart. Or just Decay certain parts of you and leave you to bleed out.

I Would Say Aizen mainly because of his hax and abilities. Majin Buu with his Zanpakto And Iq would be insane. And maybe enable Aizens speculated Bankai. And topping Buu with Kyoka Suigetsu would be terrifying. Not by pure power but just a walking cheat code.

I remember a fan manga of multiple alternate timelines/universes in dragon ball All come together to fight in a tournament. There was a version of Buu who won against vegeta and goku, absorbing them, and then bulma. Left earth untouched since he got goku’s humility. He then travels the entire universe, absorbing people of great skill sets and talents, eventually becoming a damn near omnipotent being who could solo the tournament he was invited to.

Aizen is the most worrying imo, He has Hogyoku evolution, The most insane power system as it can negate haxs of anyone, He can erase anyone without hakai just by standing there, He would have all his Hado’s, Bakudo’s and even have Kyoka, Aizen also has Immortality on top of it so at a point both of them fused would be a dangerous combo
