If you went to the trouble to book seats at a table for 4 and someone else sat who did not book those seats. Just tell the conductor and they will move the people unless they accidentally double booked them on the same seats.
When I used to work in Germany, and I paid extra to reserve seats, which it requires in Germany on the fast trains, and when someone sat in my reserve seat that I paid five euros extra, whatever it was then I just politely told the conductor, and they told the people and they had to move.
