He will appear highly intelligent to you, as if being stupid is a culture and language all its own, and two unintelligent people can have a complete, thought-provoking, and fully articulated conversation between them.

Straight outta the wiki.

Today I learned:
Homeless alcoholics are the smartest, most articulate citizens amongst us, and what we perceive as incoherent ramblings is actually just a code of speech used by the most intelligent and elite human beings to communicate with one another.

This is hilarious, considering that every time I've walked past him I've just heard stupid noises and every-time I tried to converse with him, even more stupid noises. It's funny to see this side of him.

For whatever reason, the Vagrant is one of my favorite NPCs. I have no clue why, but I feel really bad about him. So I made him into a companion, boosted his stats so he's not so weak, armored him up and gave him a minigun, and now we run around new vegas having glorious adventures. Also, his random drunken noises are hilarious when he does them mid-fight. "NARHWARGLEARGLE!" *Fires minigun at crowd of fiends*

I've played through this game 7 times, with over 500 hours to my name, yet I've never seen this.

This game, man, this FUCKING game....

How nice of him to warn you to avoid ending up like him.

Same happens in Fallout 2 when (as an idiot) you talk to Torr in Klamath. Nice reference.

oh man when i first heard this my jaw just dropped usually this guy was incoherent but to hear him speak like that was jarring. it was brilliant.

You can't get this with Fallout 4's inferior Yes, Yes, Yes, No dialogue system

In reality there are two people blabbering gibberish at eachother.

"Fair thee well, " not fare? Low intelligence, indeed!

This is a call back to Fallout 2, where if you were an idiot, you had a similar conversation with Tor, where both are speaking idiot, but it's translated into high-class speech

Imagine what this conversation sounds to other nearby people.

It used "fair" instead of "fare." This upsets me.

When I first played Fallout nv, I loaded my father's random old save on my PS3 to check what the game was about before starting a new game. So I spawned next to Mick&Ralph's in freeside with an anti material rifle drawn (it was a late game sniper character). Without any thought whatsoever, I aimed at a nearby vagrant and shot him in the ankle. I don't know if it's because of the bloody mess perk, but he literally exploded. I started killing every other living thing on the street and when I was done started a new game. As I found out later, the game wasn't about murdering homeless people, drug dealers and badly burned beggars, but about never-changing human nature. Even so, I was not disappointed and I still play the game today, 9 years later.

There are similar encounters like this in Fallout 1 & 2, leading me to believe that there's an anti-society of vagrants with an established cryptolect

This is when I first started to question if my Intelligence was high enough, then a couple of things like "Me Shoulder" and "Me take your job because me smarter than you" sort of made me realize that my Untelligence was truly high and I had a great overall S.P.E.C.U.A.L.
