A tip on how to hit your super:Shoot at one direction with your basic attack and if the enemy gets hit they will likely go to the opposite direction where you will have a super waiting for them.
How to win lane:First interaction will always be hard since you have no idea what juke pattern your enemies are going to be using. After like 20 seconds you should already know where they will move when you shoot back after they fire so you can use that to hit your shots.

Belle is fine, as long as you play with someone, if you're going with randoms she's pretty bad.
It's very hard to win on your own as her. She really doesn't do much if the other twos are turbo inting. On the other hand if the other two are doing fine she's great.

Kinda wish i had teammates. Its quite hard to win when your teammates afk for 10 seconds, and once you lose all lanes you get blamed and clowned by said afking randumbs. Bralw stars is straight up suffering sometimes

Belle’s always been my favourite since her release, and my setup for belle is very close to yours except reload gear instead of damage gear.
5:20 she’s actually ok at close range (not right up close but near), ur more likely to hit so the shield will go up a lot, and the nest egg can help slow down anyone chasing u. Not her specialty but she can do ok
