The expected behavior is typically outlined in the "Expected Results" or "Expected Outcome" section of a test case template. This section describes the results that should occur when the test is run and the test conditions are met. It is also possible that this section may be referred as "Acceptance Criteria" in some templates.

As per SRS/FRS doc.all the end user requirements always should be in expected behaviour.

System requirements specifications document or business specifications document is reference to mention expected behaviour of the test case or scenario both of which are derived from High level design document or low level design document and Both of them also derived from user requirements

Basically Expected Behaviour means Expected Result, it is mentioned in Test Case Design before test execution. In this column we mentioned what result we should get after the test case execution and we write this Expected Behaviour by referring to the Software Requirement Specifications (SRS) document related to that project which is provided by our organization.
