Light does not travel slower in glass or in water, it just takes more time to get through, because it hits on more atoms than when light travels in a vacuum, so it travels a longer distance. It is like saying that a bicyclist travels at 4 m/s at a clear road and it takes him 10 minutes to get to his house and that the same bicyclist, the next day, travels at the same speed but because there are more cars, he has to turn sometimes, so he travels a longer distance.
