I think Seth should've been on it last year, and Undertaker this year.
Seth returned from his big injury in 2016, won the WWE championship from Roman Reigns, was the first overall draft pick in the draft, had great matches, was in the first ever Universal title match, and fought for the belt many times. Brock didn't do anything last year, lost RR, lackluster match with Ambrose, boring match against Randy, lost to Goldberg, and lost at Fastlane. If Undertaker is truly retired, then as a legend and out of respect, he should've been on the cover to celebrate his wonderful legacy.
