Answer: "Thank you for that very good question, I will answer it as accurately as I possibly can. I heard voices that implied that it is, and I also heard voices that claimed it isn't. In general in my field it is difficult to determine a color as blue or red or green, since we are operating in a spectrum that includes areas in which a definition is still very fluid and open to interpretation.

Now to answer the question after I laid out a general framework of the fundamental workings of color-determination you need to understand what colors actually are, otherwise my answer if blue is a color which to say it once more, is a very legitimate and important question to ask, could be very misleading.
First of all there is no scientific consensus on the question if color ultimately even exists, since there are many voices that are pointing out, that the lightrays striking our retinas are causing electric signals that ultimately reach our brain which then interprets the electrical impulses into a visual sensation for us to experience.

Voices try to raise awareness about the fact that color very well be merely sensual experiences produced by our brain, but don't exist ultimately in the real world, an self-inflicted illusion useful for survival if you'd like.
Now what is blue in comparison to similar occurances of diverging frequency on the "color"-spectrum is also a existemtial part of your question, so let me elaborate..."
