Unpopular opinion: If NYC Hochul truly wants to reduce congestion, reduce the numbers of TLC drivers. Just look at the road during peak hours, whether if you're biking, walking, or driving, you'll notice majority of the cars are TLC. They're also the ones that very often don't obey the laws / rules, cutting lanes, merging on exit, no signals, speeding, runs red, and etc just to complete a few more rides. Without TLC, more people will have to opt in for public transportation 🧠, but of course TLC landed a deal with the city and the decision makers gets a cut, it is all about the money, never about the environment.

Why does New York have to care about what New Jersey says? If you drive into our city from New Jersey you will have to deal with our NY laws. If you don’t like it, get the heck out of our city.
