“Burger” is determined by the bread being a bun (also known as a burger bun) and a heated, solid, thin and circular piece of meat (not just beef) placed between the buns (and yes, that includes steak). A chicken sandwich would more commonly have shredded chicken and sliced bread rather than a burger bun and a chicken patty. If the filling isn’t a patty or patty-like piece of meat, then that’s a bun, such as a PB&J bun. If there’s no bun and it’s sliced bread, then it’s a sandwich.

Edit: Danno does make a good point in saying that a cheeseburger isn’t just cheese in a bun, however, the definition I’ve given negates this, as a burger is defined as having meat anyways. So a cheeseburger can just be any meat alongside cheese on a bun. Yes, that includes chicken patties, but usually it’d be much more helpful to specify that it is chicken. If one were to order a burger, they’d expect a beef patty, but the lack of the word “ham” means that nothing is specified, so a cheeseburger is expected to have beef as well by the same logic. If it were just cheese, then that’d be a cheese bun.
