A good massive pirate mod is needed. Basically, it'd have three factions. Navy 1, navy 2, and pirates. (Not all pirates have to be allied, they're just all the same type.) It could be extremely simple; ships randomly spawn from any of the factions. You can get rewards from one if you attack another, but you jepoardize this if you attack them too, so you get the most diamonds if you pick one side. Eg; destroy a pillager navy ship, get better trades and a "bounty" from the villager navy ship. Could be done through a questgiver found on ships. So it wouldn't need to be that dynamic, it could be static and still have the illusion of feeling dynamic.

Then from that simple base you could add dynamism. Random fights between the factions would be a difficult add-on to code; now ships have to actually move, and if they cross each other, what does that look like? Do they just shoot cannons at each other?

Maybe to give the faction system and your actions actual weight, there are now seaside towns, maybe even partially procedural cities (eg; you get a few aspects - building type, building layout, building culture, and decorations - and give each some variations. Now you have hundreds of possible cities without that much work) but the only problem is making sure its not laggy to load. IDK if its simple to work past this or if its not that big of a deal. Anyway,

They can be controlled by any of the factions. Pirate Republic, Pillager City, or Villager City. Maybe you can defend these cities from being taken by another faction. The city is static when its not loaded in, having this done in the background might be laggy, maybe not I don't know. This way, maybe if you side with one faction you'll actually effect how many cities they have.

World generation could be overhauled of course, to favor islands, archipelago's, coves and caves, shipwrecks, and of course treasure. But it'd be cool to see, for instance, island chains like the windward isles, with the largest landmasses being massive islands like cuba.

Animal mods would be used to add everything from schools of fish, to birds of paradise, to jungle animals, etc.

Maybe the mod could break up the "oops now I have fully enchanted diamond armor and tools and a stack of diamonds" by making it easy to have your booty stolen by pirates. So you can actually store it under sand, with a treasure map to it. Great multiplayer roleplay potential there. Anything they can do.

Actually, with less mining focus this might be less of a problem. Mining could still be a thing with ocean caves.

Minecraft is a really easy direction to go in content wise but you should experiment with other games too imo so you don't lock yourself in as being only a minecraft content creator unless that's the path you want to go in for years to come
