I wouldn’t consider this a “retcon”. During the 1st Gen days, Pokémon were intended to have “spawned” out of nowhere sometime in the distant past. Eevee for example states that they mutate if exposed to radiation from the elemental stones. Since those stones would (in later Gens) be found underground, there might have been even more absurdly larger elemental stones (of all the types) giving off large amounts non lethal radiation that mutated the normal animals while partially effecting humans by giving some of them powers or the ability to resist Pokémon attacks. But now a days, we can just assume the absurd amounts of copies of Arceus’s plates that are somehow underground are the reason Pokémon mutate from regular animals.

So in other words, some of Kanto’s Pokédex entries are hundreds of years outdated and haven’t been updated till Prof. Oak began to travel to different regions beyond Kanto/Johto.

I think one of the scientists in Sylph Co. mentioned Russia. Scientist Taylor mentions an alleged overseas branch of Silph Co. In the English versions, he states that the Tiksi branch of the company is "in Russian no-man's-land". This reference was later removed in the Let's Go games.
