If it's closed, even with a foreground notification and an overlay showing, it'll not have access to the clipboard.

So the only way is for the app to be the primary keyboard I see... Would it be possible to be a sort of keyboard middleman?

I personally am not using any task that needs clipboard. But this is just stupid on android's part. If they want to improve security, Google should let the user edit more permissions, not remove the said permissions! I hope somebody finds a workaround...
