I'm pretty sure the only reason Jimmy acknowledges Roman as the Tribal Chief is to get back on good terms with his brother. Also, can we realize that Roman says "I need your brother" before changing to "We need your brother". Both Jimmy and Roman need Jey for their own reasons

Roman’s acting in this role is phenomenal, I love how you can see the regret on his face when he says ‘I need your brother’ and you can see him silently scramble for a save when he changes it to ‘WE’ instead, shows he truly is a manipulator at heart and it’s great.
