In DC comics it is a character, in diff universes he is slightly diff like Earth 11 where he is a woman (as it a gender swapped Earth) named Columbia, the New52 had a black man (when Rebirth came the OG version came back and replaced the black version). Mostly known 2 be from Earth 10 (sometimes known as Earth X). But his 1st appearence was under Quality comics (Plastic Man have his origin under those comic line as well) in issue 1 of National comics, that version have a cousin named John Bull (who is basically his British counterpart). His power comics from (of course) American Patriotism, some version have shown 2 have powers where he is aware that he is in comic book as he jumps over the comic panels. There is a version of him in the universe of Batman TAS, but that 1 only appeared in 1 comic that is canon 2 that universe. During rebirth (in main universe) there appeared a Chinese version of him named Flying Dragon General aka Kong Zhongdan, he is the father of Kong Kenan aka (Chinese) Superman.

Marvel have only 1, who made like 3 appearences. The 1st is when Captain America was looking for Father Time (the Elder of Universe version). Last appearence was in a Scarlet Witch comic during the Contest of Chaos event in 2003.
