Many believe that Joseph came to Egypt during the period when the Hyksos conquerors were seeking to secure their rule over an unwilling population. As the Pharoah's #2 man, he taxed the grain that was grown and filled the grain bins of the Hyksos Pharoah during the 7 years of plenty. Then, during the 7 year famine, he sold it back to the people, who finally had to sell themselves into bondage to the hated Hyksos conquerer, securing his total rule.
When the princes of thebes rebelled, there came "a Pharoah who knew not Joseph" that placed all the house of Israel in bondage, as they had been forced into subservience by the actions of Joseph. And so, they served as slaves in Egypt for 400 years.
