The next day there is a training exercise, involving patching the hole in a sunken ship and raising it to the surface. All at once, the ship accidentally shifts its position, snaring the air hose on one diver while the other flees for his life. Carl volunteers to bring down a new line for the trapped diver, and after several tense seconds, Carl is able to save the young mans' life. Unfortunately, due to the prejudiced environment of the time, the diver who fled earlier receives a medal for his actions while Carl is ignored. Carl is, however, silently thanked by the recruit he saved on his way out of the school.

The disgust on Master Chiefs face is how we all feel. Even Rourke shows his own disappointment in himself when it's being placed on him.

Deep down he knew he doesn’t deserve that 🏅. He ran away like a coward left his mate to drown and Carl saved Isert.

This man actually has honor, this is why he was ashamed of it. I would say this was the biggest turn around point of his life to do better.

A constant reminder of cowardice, no matter if you take the medal off and throw it away it will always be there, And he would always know who he really is in the face of danger .

I love the shame on everyone's face. He knew he didn't deserve the medal, Sunday knew he didn't, Bashir knew it but he got that subtle look from Isert.

Like everybody say he did not deserve it but I think getting that you do not deserve know it and all your around knows that as well it is a moral punishment, I think labeled as a coward will be less painful than getting a medal that someone else earned

This stated to be 1952. Up until 1958, the highest enlisted rank in the Navy was Chief Petty Officer. In 1958 they established senior chief and master chief. So, Billy Sunday would not have been a Master Chief, he would have been a Chief Petty Officer, with the rating of master diver. I know it’s Hollywood, but I’m a sucker for history.

I would say the metal is well deserved, but in the sense that he has to carry that weight for the rest of his life. He's ashamed of himself and of his metal award.

At the end of the day. It had nothing to do with them. It was the higher ups who were dismissive of Carl. Everyone knew Carl deserved it. But military protocol dictates that they cannot say a word against this.
