Suction Hooks does not work in cement surface because cement surface is not plane and smooth. Suction Hooks works in plane and smooth surface.

The sucker sticks to the surface because the pressure of atmosphere acts on it.Cement tends to have a rough and porous surface which will cause the vacume to fail. Incase of rough surface all the air between the cup and the surface does not escape and exerts pressure on the inner walls of the cup, hence it does not stick to the surface.

They don't work on cement surface because the cement let air pass through it as it has tiny holes. The air pressure doesn't slow down as the air is coming from the holes in the cement surface.
