Someone on Tumblr mentioned how Papyrus enthusiastically congratulates Frisk for completing objectively easy puzzles.
Not because he doesn't realise they're easy.
But because that's what you do with kids.
You make them feel proud of themselves, even when what they achieved may not be seen as much.
That's just one of the many reasons I love Papyrus. He'd make a great mom.

Papyrus was such a prominent character to me because he was so different from everyone else. Everyone has some sort of deep dark lore and then there's Papyrus which no matter what happens remains a joke character. This is good character writing
